Itanagar, June 28: Arunachal Pradesh Chief Minister Pema Khandu has unveiled the “Reforms 3.0” initiative, a comprehensive plan designed to drive the state towards becoming a “Viksit Arunachal” (Developed Arunachal). This initiative aims to focus on localized growth strategies and improved citizen services, representing a significant milestone in the state’s developmental trajectory.
In a detailed announcement on X, CM Khandu highlighted the initiative’s core components, emphasizing the creation of district-level ‘Vision Plans’ tailored to the unique needs of each locality. “Our Reforms 3.0 initiative is set to propel the development of a Viksit Arunachal. The district-level ‘Vision Plan’ is designed to align growth strategies with local requirements, ensuring that every resident benefits from government services,” Khandu stated.
The initiative includes several key elements aimed at enhancing both the ease of living for residents and the ease of doing business within the state. “By improving the ease of living and the ease of doing business, we aim to create a more supportive environment for citizens and enterprises. Transitioning to 100 percent online government payments will streamline processes and reduce corruption,” Khandu added.
A cornerstone of Reforms 3.0 is the establishment of a comprehensive citizen data repository, intended to facilitate better planning and service delivery. “The creation of a golden repository of citizen data will enable more effective planning and service delivery,” Khandu explained. This data repository is expected to significantly enhance the government’s capacity to plan and implement development projects efficiently.
To ensure the effective execution of these reforms, the state government will establish the Institute for Transforming Arunachal. “The establishment of the Institute for Transforming Arunachal will spearhead Reforms 3.0, overseeing the overhaul of administrative systems to make governance more efficient and responsive,” Khandu noted.
With a strong emphasis on district-level planning and improved service delivery, Reforms 3.0 aims to ensure that the benefits of development reach every part of the state, paving the way for a more prosperous and developed Arunachal Pradesh.
