Darrang District Magistrate Enforces Strict Prohibitory Order to Maintain Public Order

Darrang, Assam, August 26, 2024 — In response to concerns about potential disruptions to public peace, Darrang District Magistrate Munindra Nath Ngatey has issued a comprehensive prohibitory order, effective from August 25. The order introduces 14 specific restrictions aimed at maintaining order and preventing disturbances throughout the district.

Key provisions of the order include:

  • Restrictions on Processions: All processions, demonstrations, and blockades along National Highway 15 are prohibited.
  • Limits on Gatherings: Unauthorized gatherings within 100 meters of the District Commissioner’s office are banned.
  • Public Assemblies: Assemblies of five or more individuals in public spaces without prior approval are forbidden.
  • Ban on Protests: Protests, rallies, and public meetings that may incite communal tension are restricted.

The order also addresses environmental and health concerns by banning:

  • Certain Plastics: The use and carrying of plastic bags and packaging less than 50 microns thick, as well as PVC and chlorinated plastics like banners and flags.
  • Tobacco Products: The manufacture and sale of tobacco products, including “Gutkha,” “Pan Masala,” and other chewing materials containing tobacco or nicotine, are prohibited within the district.

Magistrate Ngatey defended the measures as necessary to “ensure the smooth functioning of normal life and maintain a healthy, pollution-free environment.” Issued under Section 144 of the CrPC, the order is effective immediately and will remain in place until further notice. Violations will result in prosecution under applicable laws.

The extensive scope of the prohibitions has prompted debate among residents regarding their impact on daily life and civil liberties. However, local authorities emphasize that these restrictions are crucial for preserving public order and safety.
