Assam Government Introduces Swimming Proficiency Requirement for Class I Officers to Mitigate Flood Risks

Guwahati, Assam – The Assam Government is taking significant steps to bolster disaster preparedness in its flood-prone regions by proposing a new policy that mandates swimming proficiency for Class I officers and employees. This initiative was discussed during the 51st State Executive Meeting, led by Chief Secretary Dr. Ravi Kota, and aims to equip officials with vital skills to effectively tackle the challenges posed by recurring floods.

The proposed policy has garnered the Chief Minister’s approval and includes a reimbursement scheme of up to ₹10,000 for training expenses, incentivizing officers to gain swimming proficiency. This requirement will apply to all departments, regardless of their geographical vulnerability to flooding, with the potential for extension to additional government employees in the future.

Assam has long grappled with annual flooding, which impacts over 40 percent of its land and disrupts the lives and livelihoods of countless residents. In the current year alone, flooding and landslides have claimed 108 lives. To better prepare government officials for on-ground operations during these dangerous conditions, the Assam State Disaster Management Authority (ASDMA) has initiated training programs. Notably, 53 officials in Kamrup Metro have already completed the first phase of the swimming proficiency initiative.

Officials emphasized that this policy reflects the state’s commitment to disaster risk reduction and preparedness, essential in light of Assam’s susceptibility to severe flooding exacerbated by climate change. Furthermore, the initiative aligns with the state government’s broader goal of embedding life-saving skills into its administrative processes, positioning Assam as a potential model for other flood-affected states to emulate.
