Centre Launches PAIR Programme to Boost Research in Higher Education

The Indian government has launched the Partnerships for Accelerated Innovation and Research (PAIR) programme, an initiative aimed at strengthening the research capabilities of higher education institutions (HEIs) with limited infrastructure. The move seeks to bridge the gap between emerging institutions and top-tier research establishments, fostering a robust research ecosystem nationwide.

Collaborative Framework

The PAIR programme, developed under the aegis of the Anusandhan National Research Foundation (ANRF), will adopt a mentorship-driven hub-and-spoke model. This framework envisions established institutions, designated as hubs, mentoring emerging institutions, referred to as spokes. Each hub will be allowed to mentor up to seven spoke institutions, providing access to resources, expertise, and guidance.

The initiative targets systematic growth in research standards by encouraging multi-departmental collaboration between hubs and spokes, thereby ensuring a holistic approach to capacity building.

Eligibility and Scope

In its first phase, the programme will involve institutions ranked in the top 25 of the National Institutional Ranking Framework (NIRF) or within the top 50 Institutions of National Importance (INIs) as hub institutions. Spoke institutions will include select National Institutes of Technology (NITs), Indian Institutes of Information Technology (IIITs), and central and state public universities.

The Department of Science and Technology (DST) has confirmed plans to expand eligibility criteria in future phases, enabling more universities and colleges to benefit from the initiative.

Catalyst for Transformative Research

Prof. Abhay Karandikar, Secretary of DST and CEO of ANRF, described the programme as a transformative step for India’s research landscape. “PAIR will enable universities with potential to undertake advanced research activities under the mentorship of established institutions,” he said. He further highlighted the programme’s phased rollout to ensure sustainable growth and integration across the research ecosystem.

Background and Strategic Vision

The PAIR programme follows discussions from the inaugural governing board meeting of ANRF, chaired by Prime Minister Narendra Modi in September 2023. It aligns with the government’s vision to create a knowledge-driven economy, leveraging research and innovation as pivotal tools for national development.

As the programme progresses, it is expected to address critical gaps in research infrastructure, foster innovation, and enhance India’s global standing in higher education and scientific research.
